There are 8 digits in this SP. For months  1 to 9, the 0 cannot be input in the 
first digit, so the eight-digit setting fo r -2 or -3 becomes a seven-digit setting. 
1st and 2nd digits: The month. [1 to 12] 
3rd digit: The week of the month. [1 to 5]
